They are not related to each other – expect for sharing a similiar name. AFAIK Thorsten (aka mirabile) came out first with the idea, to name his project MirOS – which can be proved by reading the related IRC logs (ok, bad prove) and some web-interviews (also not so good prove).

Two words: *BSD and Scratch.

1)This Mir Project is *BSD.

2)The other Mir Project is an OS written from scratch.

I dont know who came up with the name first, however both are promising projects.
