That’s kind of a confusing sentence(s). The folder the tools are installed to seems like a relatively minor detail, but if you keep it in then you might want to change the sentenc eto read to something like:
“This package will install the following tools:
[list of tools]
With the exception of QuickTime Broadcaster, the installer places them in [folder path].”
You might also want to elaborate because, as it stands, I’m not clear if you’re pointing out a bug, making a criticism, or contrasting with (say) OS X Server.

Ah, I see. It just struck me as an odd way to say it – at first glance, it appears that the list is of the tools that are installed in that particular folder – rather than a list of the tools themselves.

As far as I can tell, yes. These tools shipped with 10.2 Server, and I haven’t gotten 10.3 Server yet, so I guess they don’t ship with that.

I have QuickTime Streaming Server installed on a very old mac running Mac OS X (client). Not only does it hold all of my MP3s, it serves as my apache webserver. Will these tools allow me to admin this mac’s QTSS from another OSX mac on the LAN, instead of using the web admin interface?

Okay. Lets clear this up. These are tools to admisiter an OS X Server from an OS X Client. They are not the actual server applications and technologies.
According to the description, this has nothing to do with QuickTime Streaming Server, only QuickTime Broadcaster. These are two different things.
There are many ways to set up an FTP server on OS X Client. The built in FTP server has never given me any problems, but there are other options.

So this is a package of tools that will let me fix OS X Server, but not OS X. Are there seperate tools for repairing OS X client? Would these tools allow me to build my own OS X Server from the ground up? Am I a tool, or just a fool?
