this is a competition to design _skins_, not a whole GUI. you still have to work within the confines of the windows desktop metaphor. there is no real scope for checking out and having people test really new ideas in GUI design like visual pipe metaphors, zoom-able UIs or anything more interesting than just adding decoration to windows.
it should be the “theme olympics”… and what has it got to do with the olympics anyway?

as matt said you will still have to deal with the ickyness of the windows GUI. however, adding Object Desktop to the contest would at least make it a little more of a GUI contest.
Oh well.. I bet Microsoft is happy about getting fresh ideas for their GUI looks from this contest, since most people seem to complain about the ugly luna skin
