You definately had something configured wrong. NT/2K/2K3 allow all users on the system to browse the web, collect email, etc… unless you take the ability away from them in profile manager.
I run a cluster of Terminal Servers where I work, and I typically have between 25 – 60 users on at a time all doing different things (email, www, database, word, etc). In a properly configured system, users can do all of that, but can’t install programs, plugins for browsers, etc.
I rarely use the administrator account (as it should be) only to do maintenance, or add users.
I don’t blame Yugo for the car falling apart, after all it was the steel that broke, that’s not the fault of the manufacturer, that’s the fault of metal being too weak.

Due to the fact that Microsoft has such a huge global monopoly, that is, their software is the most widely used in the world, they have that much a greater responsibility to the world and everyone in it. The smallest flaw is amplified greatly. If they cannot handle this obligation, then they should remove themselves from existence.
