Not usually. new iOS major versions are usually announced during the summer at new iPhone events, though they might announce a new iPad-only revision of iOS 5 (we saw this with iOS 3.2 when the original iPad came out). I’m guessing this is either iOS 6 alpha testing or else user-agent spoofing.
These guys know how to market their products. They just give a user agent and it’s like an earthquake happened in California to the Internet.
