Not that it actually says anything specific, but I don’t think it is meant to be a single product, but more of an umbrella.

I’m going to guess that it’s either
a.) an initiative to support and encourage people to develop standards-based (open) web content
b.) the eventual community of people who buy into the initiative
c.) a delicious new kind of taffy.
It seems to be a focus on the Internet itself, rather than Mozilla’s browser.
At a guess, I’d say it is an effort to lobby for continued open standards on the internet.
