I take great issue with this poorly thought out opinion!
Rubin said Oracle’s purchase of Sleepycat gives Oracle the chance to take on Microsoft and SQL Server at the low end of the database market. With Berkeley DB The Sleepycat DB in NO WAY competes against Microsoft SQL Server. Sleepycay DB is an embeddable DB that does not even support SQL!
Oracle went on an OSS buying spree for two very simple reasons: the companies where relatively cheap, and Oracle needs to diversify it’s product offering. Oracle has as much to lose as Microsoft does when it comes to competing against excellent OSS DB’s like MySQL, PostGres, Firebird, Objects4DB, Genezzo and others.

Does this person even know what Berkeley DB is and what it’s target market is?

I don’t think it’s growing threat, MySQL *owns* the low end database market, Oracle I doubt even has a share of it, probably less than Firebird and PostgreSQL even.
Oracle may be a growing threat to MySQL maybe, probably why they bought InnoBase, but this guy seems to have gotten it all backwards.
Everyone’s going free software these days, jees even IBM and Microsoft – it’s mainly PR and penetration, it’s not as if it’s opensource, just free-as-in-beer.
Does anyone even have to know anything about IT to be an IT columnist any more? This guy has no clue what he’s talking about. Please fire him and hire someone who gives a crap about computers.
