Sure it’s Java, but I’ve run our Eclipse-based IDE on a P3 450MHz machine with 256MB of RAM. Fun? No, but definitely usable.
I often run it on my 1GHz iBook, too.
Eclipse 3 is significantly better than the first two major releases, and the Python, Perl, and XML plug-ins are excellent. If it had Objective-C support, I might not use any other IDEs (but XCode is pretty decent too).
